If you haven't already reassigned them the numeric keys 2, 3, 4 and 5 with and without Shift would give you 4 single key and 4 double keys to which you could assign the filters/tools that you want. The default settings for these keys just set zoom levels and I, for one, never use them (I only use 1 to get a 1:1 zoom and I reassign Shift+1 to be Fit Image in Window).
