I had the same issue and FINALLY found the problem. I had somehow clicked on the layer and selected a little tiny itty bitty selection. Because I had a selection, the rest of the layer could not be edited... Gimp wanted me to edit only the selection.
So while on that layer, go to the top, go to "SELECT" and choose NONE. (If "none" is grayed out, you are either not on the right layer OR this is not your solution.
