Not knowing what end result you want it is difficult to recommend a definite method. Also, I have never used photoshop so I don’t what the photoshop jiggle effect is.
However, here is a simple method that may suit your needs.
Assuming you have the vectors in Gimp as paths. Use the paint brush with a suitable size and check “Apply jitter”. Use Edit > Stroke Path and select “Stroke with a paint tool”, this probably on its own new transparent layer. Vary brush spacing and jitter to suit.
