Thanks for the reply. The scale shortcut is enabled. It shows up under the Transform Tools
and it was enabled under the keyboard shortcuts too.
I opened up a different picture that I had worked on before where I know the Shift-S
worked in the past but Shift-S didn't work on it either.
Is there something wrong with these settings
