I did show how to scale a layer in place in that video.
However - basic
Make sure you are on the layer to scale
Use Layer -> Scale layer

In the scale layer dialogue set the units you want to use (1) percentage is a good bet
Make sure Width and Height are linked together (2)
Set the value of the scale - example shows 50%

If that is no good - undo - change the scale value - try again.
