I did a little looking up yesterday and a Gimp 2.10.18 is default for Ubuntu 20.04 which comes without python sup[port.
There are ways to add python support but OP's system is Puppy linux and as far as I know does not support apt-get which might grab the gimp-python packages.
It might be possible to run an appimage https://forum.puppylinux.com/viewtopic.php?t=3771 There is an old Gimp 2.10.22 appimage but Puppy is a lightweight linux typically used with limited resource computers. Might / might-not work.
