Not me, at least for preparing artwork for a steelbook.

The specs are here:  https://files.bbystatic.com/2Xim0e50S%2F...af3750.pdf   and all geared around Adobe. The things that make it difficult for Gimp are

• FONTS – Convert all fonts to outlines. Text should be created in a vector or layout program – not Photoshop.
Supply all fonts in a SIT-file or ZIP-file.
• IMAGES – All image files must be linked, not embedded. Supply all linked images.
• Convert all images to CMYK 


Gimp is not a vector application and creates in RGB not CMYK although there is a conversion plugin.

If you were printing at home, it would be a simple template like this, separate layers for the parts and layer masks for rounded corners etc. Not the same size as a DVD box. Each face 135 mm x 170 mm, the spine is 15 mm 

   

and that one exports as a 32 MB psd file.

Vertical Text. It is in the text tool help but not too obvious. Right click in the text box and choose from the menu.

   

...or is it something else you want ?
