In case anyone else comes across this subject
Text is editable when the layer is still a text layer - it has a Text symbol layer icon.
That is movable, either alt-shift when still in text tool or with the move tool (& move active layer ticked for ease)
If the text layer is transformed in any way, rotated / skewed / ... it becomes a bitmap layer (loses that text symbol)
It is possible to revert using the Text Tool and clicking in the transformed text. but you lose the transformation. This is Saved with Gimp .xcf format, but Export and lose the option.
Edit: I forgot to mention this case - Vertical Text - right click in the text box and choose an option...and that is still a text layer and editable
