The best way is to use Gimp to export your image from Gimp. I prefer JPG because they are a smaller file size than PNG usually. Gimp-Forum has a file size limit and I don't actually know what that is. I often upload images less then 500kb to here. If your image is way too big reduce it's height/width parameters and then reduce the JPG export quality.
Here is one I made previously:
At the bottom of your post see 'Attachments'. Then 'Browse' to your image, then 'Add Attachment'. From there I click 'Insert Into Post' and it puts it where your cursor is.
This is all good practice at using your file manager and adding images to the web. Generally on the WWW 'smaller is better' due to page loading which happens on your screen and not the server.
