As a question will I lose much quality by doing that part in paint 3D?

Cropping is the correct term, so use the crop tool. From your video comments, one problem is that the cropped pixels remain. In the crop tool options, there is a check box for "remove cropped pixels" , enable that. Set the "format" to fixed size and 1280x720.
In your image, click in the canvas to enable the crop tool, click-and-drag into position, hit the enter key to fix. Go back to another tool (say measure ) to disable the crop tool
