How would you fix this glitched area?

For the glitch itself, if you are patient:

* Copy the shifted area to a new layer
* Use my ofn-layer-tiles script to cut the layer into 1px-high horizontal strips (width: width of layer, height: 1px)
* Using the Move tool shift the layers one by one
