If you have the gimp plugin 'G'mic-Qt' With the filter montage under arrays and tiles, you can probably do this in one click - depending if your pages are the same size etc.
You may have to use the custom layout for size or output as new active layers if you need to move them still.
If you are going to move your layers around you need to first have the appropriate layer selected. Shown by a highlighted layer and by yellow and black dashes around the layer that is on canvas.
The other marking that you will have another time if you 'alpha to select' a layer is marching ants.
In my illustration below the layer that is highlighted by a white surround (In the layers list) has a yellow surround on the canvas. That is the one you move.
