Gimp 3.0.2 in Ubuntu ? Is that a flatpak Gimp ? That might be a problem. However it is "a bit strange"
The best I can suggest, is assemble the tools/options dock with the right side dock(s) before going back to single window mode. If you have a 4k display that might be a problem as well. Those damn icons are very small.
