The best I can suggest, is assemble the tools/options dock with the right side dock(s) before going back to single window mode. If you have a 4k display that might be a problem as well. Those damn icons are very small.

Flatpack instructions weren't working for my system, I got 3.0.2 loaded from this unofficial PPA.
Seems like I've got a local problem, as other people on Ubuntu are saying it's working just fine for them. Even assembling docks together still won't let me add them to the right side; I can place the layers and tool properties on the right side, but toolbox and anything docked with it defaults to the left.
