Seems like I've got a local problem, as other people on Ubuntu are saying it's working just fine for them. Even assembling docks together still won't let me add them to the right side; I can place the layers and tool properties on the right side, but toolbox and anything docked with it defaults to the left.

A bit more experiment, Gimp 2.3.0 appimage. Starting from default setup and even when the docks are moved around then fixed back into single window mode, close Gimp and the layout reverts to default. It looks like sessionrc is not saved as:
[/i]The sessionrc will be entirely rewritten every time
you quit GIMP. If this file isn't found, defaults are used.[/i]
Should probably be sent to the devs as a bug.
However, not a lot of use to you, but Rearranging the docks, then manually saving the layout Edit -> Preferences -> Window Management then untick Save on Exit and click on Save Window Positions Now. Does work. A Gimp restart keeps the new layout.
