Not sure what you want.
Does your computer have a small display ? There will still be some 1366 x 768 laptops around.
Have you increased the font size appreciable ? Edit -> Preferences > Interface -> Theme -> Fontscaling. That makes menus longer.
As well as the arrow top and bottom of a long menu, they do scroll with a mouse scroll. No scroll bars though.
You can grab a little height Edit -> Preferences -> Image Windows and enable Merge menu and title bar
As well as the menu bar, with an open image, the little arrow top left of the window brings up a drop down menu. A right mouse click on the main window does the same (at least in Win10, not working in my linux Gimp 3.0.2 appimage) ESC key should close the menu.
