It is something that irritates me, this kubuntu 24.04 and it seems every week there is a (security) update that involves downloading the linux kernel at around a few hundred MB. It might only be a couple of lines of code that were fixed, but you still get the whole kernel.
The setup script does start off
sudo apt update
sudo apt upgrade
Which explains it. You are not missing much, plenty of other ways in Gimp.
I will usually update it once, maybe twice, after a release and that's pretty much it. Like you say, kernel updates seem so often nowadays and it gets repetitive quickly. After a while, you can get trapped in a continual pattern of updates that never end.
When I first started using Linux Mint, back in 2009, the conventional wisdom repeated ad-nauseam on their own help site was to not update the kernel, whatsoever, if everything worked fine. Now that advice has flipped to the opposite extreme with the help board gurus almost demanding that you update your kernel immediately upon release of each new kernel or risk chaos and flirt with disaster.
