Not much point reinstalling Gimp. Which version have you installed? The stock 'buntu 16.04 is Gimp 2.8.16 but there is a Gimp 2.8.22 from a PPA that is worth upgrading to.
You have already tried the usual 'disable' the Gimp profile advice. Very strange that the mouse is also affected. Never come across that one before.
Which Wacom tablet are you using? The mouse and tablet settings are held in the file ~/.gimp-2.8/devicerc delete that to reset all the settings. Before that, what does that file show for the tablet stylus settings
