I can not reproduce that problem either in a WinXP (as you said you use in your user profile ) or any other Windows OS.

What version of Windows are you using and version of Gimp?
Can you disable your gimp profile by renaming the folder C:\Users\your-name\.gimp-2.8 to C:\Users\your-name\.gimp-2.8-bak
Start Gimp up, let it make a new default profile and see if drag-n-drop works.
Otherwise, have you added any new software recently? Clipboard manager for example.
