You are using Windows. The tool mentioned is for linux and is not applicable to you.
By all means use the beautify plugin, but it is old and now a bit flaky with the latest versions of Gimp.
Very-very unlikely that it will ever be updated.
Many of the beautify functions are replicated to a certain extent by the up-to-date plugin g'mic http://www.gmic.eu Worth installing and experimenting with.
