I agree with you there
The requirements for compiling Gimp 2.9.9/10 from start of the year brought in some really recent package changes.
I had a try in Kubuntu 16.04 and quickly ran into problems. Apart from dependency issues, the way some of the packages now require compiling has changed. Some are still ok with .compile/make others use autogen or cmake or pip. It is a real mess.
I hope that someone will get a Gimp 2.10 up and running for 'buntu 16 / mint 18 versions but not holding out much hope. It is looking like a complete version update long before LTS end-of-life 2021. Might go back to a rolling distro like PClinuxOS.
