IMHO, files for Gimp 2.8 will akway sbe opened by Gimp 2.10 or even Gimp 3. If not you will be able to file a bug.
The reverse is a lot harder to predict since there are plenty of things in 2.10 that aren't supported in 2.8, such as high-bit depth and many layer modes. But IIRC there is away to ask Gimp 2.10 to save a downwards compatible files, and it will do the necessary conversions (and maybe tell you about it).
Personally, i have always thought that 2.10 should have been called 3.0, but the devs preferred to keep "3.0" for the next version with a revamped UI.
