This is a post on my experiences installing Gimp 2.10.0 flatpak in ubuntu 16.04 - which is equivalent to Mint 18.

If you read through it (skip the installation, you have already done that) there is a bit about installing compiled plugins. Lots of extra files needed for some things to work.
So far nufraw works -proof screenshot: https://i.imgur.com/XnC6vEI.jpg
gimp_gimic_gtk + BIMP and a couple of others.
It does involve copying lots of files into the flatpak installation.
It posted a zip with these files but give me half an hour and I will update with the latest nufraw.
Usual garantee - there is none
note. nufraw still stops svg files loading so turn permissions on/off as required.
While nufraw suits me, for more versatility, rawtherapee might be a better bet.
