You should try switching to Arabic language in Edit -> Preferences -> Interface then choose the language from the drop down menu.

Do you want to introduce the Arabic Numbers into 'Western' text.
Use a character map application, this example in linux but I know Windows has one.
Select the numbers, copy to clipboard, paste into Gimp text tool.

Thanks for for help , changing interface language didn't help. still numerals in English Style. while Character Map Solved The Issue .
