It is a script perspective-shadow_DN.scm and goes in the scripts folder in your Gimp 2.10 profile. C:\Users\your-name\AppData\Roaming\GIMP\2.10\scripts.

Find it in Filters -> Light and Shadow -> Perspective(DN mod)

Gimp plugins are something.py or something.exe (+ associated something.dll) they are the ones to put in the plug-ins folder.
