That is a python plugin and as you wrote earlier, you put it in the correct place
C:\Users\your-name\AppData\Roaming\GIMP\2.10\plug-ins but it does not show in the menu.
Unfortunately one of those plugins, nothing really wrong with it. It works in a linux Gimp 2.10.4 and Partha's Windows Gimp 2.10.4 but not with the 'flavour' of python incorporated into the gimp.org Gimp 2.10
There are bug reports on this issue, might get a Windows fix in the future
You could leave a PM either here or on GimpChat for dinasset. (might be on holiday)
Apart from that, not difficult to make your own bespoke faded perspective shadow.
