I have my machine which is windows 8.1 X64 with Gimp Installed which i have the thread case , and for ensuring that the issue is from windows i installed The Virtual Box Scenario.
Both Give Same Result, the Only Way is Through The Character MAP.
Answering Your Question No . i Can Write Arabic Numerals Only In MS Word.
As it support This Feature Internally. i tried to write in notepad , same issue like GIMP.
