Hello, my problems started when I opened a .png file into GIMP. I couldn't use tools like airbrush, pencil, or paintbrush. These also do not show the circle showing where they would be working. I can however use tools like text and the fill tool with seemingly no problem. I do have everything selected and I am drawing within the layer boundaries.

If the brush outline is not showing, the first thing to check

Is the brush set on the (empty) clipboard brush? That is it very first one.
Next is check the brush size, not so small you do not see it.

You do not need everything selected. Only select an area when required. Use Select -> None.

It was the brush being on clipboard, hadn't realized that was abnormal. Thank you very much all fixed now!
