I can not see a way to select multiple layers using the move tool on the the canvas either.

There is the setting in Edit -> Preferences -> Tool Options under the Move tool to set layer or path active. Only applies to a single layer. Maybe an option there to set for multiple layers required.

As abandoned with the 2.10 align tool, a rubber banding option.
