This python plugin works with Gimp 2.9 ofn-average-fill.py get it from http://sourceforge.net/projects/gimp-too...s/scripts/ about 12 down.
Digging through my archive, this old one, originally roll film, left in the camera too long in a hot a climate. Bit of a blue cast.

Duplicate the layer, apply ofn-average-fill.py (bottom of edit menu) put the layer into grain-extract mode.

You can get the same result using the GEGL filter Filters -> Blur -> Pixelise with values maxed-out. The advantage is you can do a little adjustment and see the result straight away on the canvas before commiting.
