Using win 10, res 3840*2160 apps resized to 225% on a 1-month old laptop and just tried your suggestions. 
Have downloaded and tried all versions linked above and extracted them 1 by 1, 2 and 2 and all 4 to the C:\Users\xxx\.gimp-2.8\themes folder , restarted and nothing seem to work. 

I run GIMP 2.8.18

and re-reading this thread i did stumble on the solution. here is the step by step guide then.

1. download extract and copy the selected size to the C:\Users\xxx\.gimp-2.8\themes folder. make sure there are no sub-folders as previously stated
2. restart gimp or open gimp and go into edit->preferences chose Theme in the left column and choose the (in this case) 'Color-32 theme
3. restart and it should work

Tested and works well on a Surface Pro 4, Win 10 Pro, 2736x1824 resolution with Gimp 2.8.18.

Hello and thanks to whoever worked on the toolbox icon sizing.

 However I still have problems using a Windows 10, 4K display with the size of icons in the "Channels - Brushes" window

As an example, the little eyeball for visibility is microscopic and the various brush images (basic, media, texture etc.) are very very small.

I have selected Color-48 as my theme

Any ideas would be greatly appreciated

Regarding the brush previews, you can make them larger:
   

As I've managed to make the visibility eyeball larger on the Symbolic themes, I've obviously missed that on the colour themes, so I'll look at updating that soon.

I've now updated the Color 32 and 48 Themes to use the larger visibility eyeball icons.

1) Hi - Is this the correct link for the updated files?
The 48x48 Colour Theme is here:

I downloaded, extracted and (re)set my theme and I still have the tiny eyeball.


2) iI'm not quite sure how you navigated to the screen that allows you to make the brush previews larger

Independent test, although this laptop is hd: 1920x 1080

Eyeball is no different here either.  http://i.imgur.com/HizF5Hw.jpg

but I can point you to the little left pointing arrow top right of a dock. Click on that and you get this drop down menu

   

Edit Should have qualified the OS, I am using linux.

Here is a strange thing, Gimp 2.9.5 which has icons and theme split in preferences. Same theme as before: larger eyeball

I've changed the Color-32 and Color-48 themes using newly regenerated icons, so both should now have larger visibility eyeballs.

rich - I make no claims for any existing theme to work on 2.9.x - I would expect them to NOT work properly.

It was just in the way of a comment. The Color-48 7-zip in your first post is the newly updated?

I was surprised that there was a result in Gimp 2.9.5 as well. This a brand new comparison

If anything the eyeball even smaller than before in Gimp 2.8.20  http://i.imgur.com/1UMjrOB.jpg some of the decorations are affected as well, the close button in the tab for example. This in a 1920x1080 laptop.

The linux desktop theme might well have a part in all this.

Apparently the links in my original post are to a specific version of the archives, so you haven't been pointed to the latest version Sad

I've now updated the links, so you should get the correct versions this time. You can tell because there is a new blend-tool icon (and not the stupid blender)
