Just been updating my Gimp 2.9.5 (from the 'buntu ppa) 

A new feature that I can not find much about: A clipboard mask brush.

Any ideas on use?

Ok. It does of course, act as a grayscale brush and take whatever colour is FG.

The official release is 2.8.20, so what is 2.9.5 ?

2.9.x is a "development" version of what will be called 2.10 once the developers deem it fit for general consumption.
