Is this when you start Gimp ? Certainly come across that before but only when the user is trying to run the Gimp plugin ("file-jpeg") on its own in a terminal. Plugins run from within Gimp.
Do you get the message using Gimp and File -> Open ?
I do not use MacOS, if you can give more details the better.
This is when I start the machine, after logging in, this terminal file pops up. I have no issue starting Gimp and get no message when I do, this only comes up at that time. I never had this issue before and this machine is new, so I do not know what the issue is.

You should have an icon somewhere to start Gimp? Why are you using the terminal?
I am not using terminal to start Gimp, as I stated this happens on start up of the machine. As for your other questions, unfortunately I do not know the answer to what you are asking.
