I do not know why Windows users insist on installing / reinstalling anything over and over again. Error messages tell you something is wrong and you need to track the problem down.

As I understand, there is a Windows Gimp 2.10.14 version released 1 January as a fix. Worth a try.

If that does not work. Go back a version to Gimp 2.10.12 Not much difference between the two versions for regular users.
