Crop or scale?
Crop would remove part of your picture and scale you would keep all of it.
If cropping there are two ways (that I know of). The way denzjos showed you or you could rectangle select the area you want and go to the top menu that says 'Image' and crop to selection.

If you really want to crop a 1280x720 area from the image (rather than scaling the image to this size) you can select the "Fixed" option in the crop tool options dialog, then from the drop-down box next to "Fixed" select "Size" then enter the size in the box below as 1280x720

Cropping is the correct term, so use the crop tool. From your video comments, one problem is that the cropped pixels remain.  In the crop tool options, there is a check box for "remove cropped pixels" , enable that. Set the "format" to fixed size and 1280x720.

In your image, click in the canvas to enable the crop tool, click-and-drag into position, hit the enter key to fix. Go back to another tool (say measure ) to disable the crop tool
