The bumpmap function in the Lighting Effects is a bit 'heavy-handed. Use a layer but bumpmap separately

There is a bug report about this, https://gitlab.gnome.org/GNOME/gimp/-/issues/5305 it might get fixed (eventually)
In the meantime a slight change of workflow.
Make the black background and paper color layer but instead of the channel
Make a new layer and fill it with solid noise Filters -> Render -> Noise -> Solid Noise This is a GEGL filter and renders straight to the canvas. Try and get it something like the pattern shown in the tutorial. https://i.imgur.com/6AZojj2.jpg
Turn the visibility of that top layer off, back to the paper layer and bump-map it Filters -> Map -> Bump Map using that noise / crinkle layer as input. https://i.imgur.com/2xfpvwB.jpg
