The Windows GEGL filters (as described earlier) for a regular installation go in C:\Users\your_id\AppData\Local\gegl-0.4\plug-ins You might have to make that plug-ins folder.
Windows portable Gimp are a little different. Probably the best place for those xxxx.dll GEGL files are in the actual system folder along with the other GEGL filters.
samj portable: drive:\Gimp-2.10.36_Portable_32-64bit-Win\lib\gegl-0.4
portableapps: drive:\GIMPPortable\App\gimp\lib\gegl-0.4
I have tried these and it works for here, Win10 (VM)
