No french in 2.10.24

There is not any specific help for 2.10.24. The corresponding Gimp help is 2.10.0 

Linux: the Bunzip2 tarball gimp-help-2.10.0.tar.bz2 178M is available since 2020-03-19 if you scroll the Gimp.org download mirror.
It regroups all languages including French:
