Removing flash/lights and glare spots

Hey gimp fam!

I was able to take some bike pics with a good friend of mine however the flash on my camera and the streetlights in the background left some glare spots and distracting points. 

Anyone know how to remove them in gimp and what tool to use?

Your file is a RAW format. You will probably be better off using an application such as RawTherapee to open and convert to a usable format. However I am not that particular and use the Gimp nufraw plugin.

Some small adjustments might improve the image, very much in the eye-of-the-beholder. https://i.imgur.com/ODHcQCE.jpg

Are the highlights that annoying? You could clone them out
...or is it something else you want to do ?

Edit: Going back to the image: It has a lot of noise, typical night time exposure. This with as much de-speckle (using gmic) as practical and still noisy. Cloned out some of those bright spots. https://ibb.co/s28pm5L edit-again Should have cloned out the building behind his left shoulder

I am sure there will be better recommendations.

For the streetlight at the background on the shoulder/neck I would use the clone tool to remove it definitively, you're right it's distracting.
for other reflection, try with the "healing tool"
In all case that's really noisy....

EDIT: OK, rich2005 did an edit, its last edit is an excellent example of what you can achieve on those street lights and reflected lights

I was able to remove the glares, but now I could really use some help removing the annoying pillar under the bikers right armpit
