I already answered that question.
You are causing the error messages by running the resynthesizer file from outside the Gimp menu structure.
Look, I can get error messages as well but that is
not the way Gimp plugins (and scripts) work.

Very rarely needed but after all your modifications you might as well start again. To get a clean installation.
1. Un-install Gimp using the Windows un-install menu
2. If
C:\Program Files\GIMP 2 remains, delete it
3. Delete your Gimp profile,
C:\Users\"yourname"\AppData\Roaming\GIMP
4. Get the latest Gimp installer from
http://www.gimp.org and install Gimp
5. Run Gimp to create a new default Gimp user profile.
6. Get the resynthesizer files from

7. Unzip and put the four files plugin-heal-selection.py plugin-heal-transparency.py resynthesizer.exe resynthesizer-gui.exe in C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins
