Probably something very simple but I'm stuck. I have a png file of an arrow. I want the arrow a color and the bg transparent. Currently the arrow in transparent and the bg is color. It seems this should be a simple fix.
In that png, the background is already transparent, but so is the inside of the arrow. Just do a fuzzy select of the inside of the arrow and fill it with a color, if you want to keep the outline, or fuzzy select the outside of the area, then invert the selection and fill with a color

Do you mind walking me through this from the start?
I already have one image layer open..a blank highway sign. Added a couple text layers (street names) Now I want to add a couple of arrows.
When I open arrow as layer it is much larger than what I am already working with
Scaled it to proper size

If you posted yout Gimp file it would help, but is sounds like the arrow layer needs to be resized. Either layer->resize layer, or you could use the scale tool in the toolbox https://www.youtube.com/watch?v=sFJAE-oriQk

don't want the arrow outline. grabbed fuzzy select tool, filled outside arrow. BG is color arrow is transparent. How do I invert the colors?

Your arrow looks terrible, scaling that original large image down so much is not a good idea.
My advice since it is such a simple shape,
trace the arrow with the path tool
Select Select -> All and clear the layer Delete
Fill the path with a colour Edit -> Fill Path

I think you should not invert the colors, but the selection.
I mean, use the fuzzy select tool, select the outside of the arrow, then reverse the selection by going selection->invert
THEN filling it with you foreground color, either by edit->fill with FG color, or even the bucket tool
Something like that?
But really, maybe Rich has a better approach. For something as simple as an arrow, maybe even drawing it with the pencil or paintbrush tool using straight lines with shift or shift+control for certain angles, and then just bucket filling it.
