I don't understand it because I'm not fluent in French. It looks like a database of all pending laws in France. Am I right on this?

BTW I haven't heard from PixLab for a long time, since the last big typhoon is SE Asia. I hope he's OK.

Yes, but managed like you manage the source code. You can quickly get any version at any given time, and see what changed when (and where the change comes from).
