Kevin: Unfortunately, that student had to drop out due to other obligations. There's actually a 2006 GSoC project that would add vector layers to GIMP, which we would then use to make a shape tool (possibly just an add-on/modification to the existing Path tool). The current plan is to work on that after the 3.0 release and have it available in the next release.
