The registry is still available, but in read-only/archive mode. gimpscripts.com is commatose/dead.
OTOH, thanks to their open source, freely redistributable nature, most Gimp script/plugins can be recovered from any available source if needed, and this include people who have downloaded them in the past.

Of course it depends how you search. If you use http://registry.gimp.org/ then it is a brick wall. Not only that but seriously out of date.
If you search for a particular type of plugin you often get a positive result.
