Trouble adding new layer

I add layer mask and cut out
Now... I want to add a new white layer
I cant
Options greyed out

Instead, I have to duplicate layer and then delete the image
What am I doing wrong?

You will have to give more details on what is required.

I can not reproduce not creating / greyed out option for a new layer from your description.



Is it a regular layer as screenshot or replacing the layer mask. 
Want to replace the existing white layer mask? Easiest way, with layer mask active , fill with white.
