I am using gimp 2.8 on Ubuntu 16.04 with a Wacom Tablet. The problem is that even after reinstalling Gimp the erase key fails to work. It continues to paint, say, and refuses to switch to erase. I can make text boxes and use other tools but the program refuses to switch to erase. If I change the file .gimp2.8 to gimp2.8delete or something and reinitiate Gimp, erase works for a few minutes and the problem returns. The problem occurs whether I use the tablet or the mouse. Any thoughts?

After deleting the device files I have so far been able to work with only one minor difficulty. In one of the color choosing modes the color would not change. I Switched to another mode and the color changed.

My setup in input devices is like what you posted. I upgraded to 2.8.22 and ran across the same problem but was able to get it to resume working properly by closing and reopening gimp. I will play with it more today and see how it goes. Thanks for the advice!

Still having the same problem. Closing and reopening Gimp did not help, disabling and reenabling the tablet and stylus. I have disabled and re-enable the mouse, using it in both modes. I am getting 2 copies of devicerc. when I renamed them just now the problem disappeared.

Gimp version: 2.10
Open Windows>Dockable dialogs>Device status. This will opend a window showing your which tools is associated with which pointer. You will normally see the "core pointer" (that lumps together the non-pressure devices: mouse, trackpad, trackpoint...) and the two stylus ends (since you have a Wacom, I assume it is double-ended so you distinct device for each end of the stylus).
Now, if you hit the Shift-E (which is what you mean by "Erase key"?) does the tool of any device changes?

The devices are working correctly at the moment. When I click on the eraser tool. or any other, it shows up in the device status. I'll take note of what happens when the problem recurs.

Everything worked fine for about two hours then the troubles returned. I have removed the device file twice. Now when I erase I no longer get white, I get a checkered background. I created the file I am working on to fill with a white background. I do not know how to change that or even if it is possible. Odd.
I fixed that with Edit, Preferences, Display, Check Style- white only. Have no idea how this changed.
