gimp keeps telling me to install, but will not launch

Hi, I downloaded gimp 2.10 from gimp.org/downloads, but every time I click on the icon, it does not open up, it just installs again, which I have done 3 times. I have operating system windows 8.1
The files are on my computer, when I look in c drive.

Best guess

You have the Gimp installer on your desktop.
You run the installer but do not use the 'customize' option. That has the option for a desktop shortcut

Otherwise, Use windows explorer and find C:\Program Files\ Gimp 2\ bin\gimp-2.10.exe and make your own shortcut. Drag the shortcut onto the desktop. quick example: https://i.imgur.com/9w3RV86.mp4

Irrespective of that, Gimp should be in the Windows applications menu. Is it there ?

Must be windows. I've had it happen before and even with other programs as well
Anyway check out what rich said then just persevere. It should stop doing it after awhile.
