2) hit Ctrl key and click on a ruler (horizontal or vertical) and drag your mouse cursor on the canvas

You will see a cross centered on the mouse cursor ; release the click to add the new sample at the cursor position.

I tested, but that don't work. 
See my 3 screenshots. When I place the guides (vertical / horizontal lines) on the image, I get blue dashed guides.
By placing the mouse pointer on the intersection of the two axes, the dotted lines turn blue. When I'm in Move Tool mode, by clicking and holding the click, I move the axes together from place to place. In this case, the axes are solid, white lines. But still no numbered reticle ...
