Maybe you got that idea from Photoshop. I guess you can use a layerstyle to make an outline and the live preview might suggest that its a good idea.
An Outer Glow for example could be "hardened" with 'Range'.
But its kind of joyriding the equipment, especially when there are better ways (like stroke path).
Also "Layerstyles" work a bit differently in Gimp.
You could theoretically "compress" a blurred circle with an alpha curve, but its an odd workflow.
You cant predict the thickness of your outline very well.
