An update: Looks like the devs have the built-in browser for Windows Help fixed.
Now working with Gimp 2.10.12 installed using gimp-2.10.12-setup-2.exe The default download at time of writing.
Help files download from https://download.gimp.org/mirror/pub/gim...dows/2.10/
Run the file to install. Check that it is there in Edit -> Preferences -> Help System
